NAUCALPAN, Mexico--Aug. 9--Juan Bosco Marti gambled $2.5 million to retool and restructure his textile company for Mexico's newly opened economy. Five years later, he's afraid he'll be a loser in this country's experiment with international competition.

"It's killing me," said Bosco, whose Administraciones Textiles sits in this industrial suburb just outside Mexico City.

His problems began six years ago as the government overhauled the rules for doing business in Mexico.
