New Zealand is basically a small state, with a population of 3.4 million. However, it does not possess the five characteristics of small state foreign policy behavior. Governments dominated by the Labor Party and the National Party have maintained differing views regarding amity, moral causes in foreign policy and economic interests. However, both governments have similar degree of participation in world affairs.
