In his inaugural address, President Clinton dared to utter the dreaded S-word -- sacrifice.

Calling for cuts in the federal budget deficit as well as new investments in people and public works, Clinton warned: "It will not be easy; it will require sacrifice."

The word jumped out because it is so rarely heard in American politics. It is a word associated with President Jimmy Carter wearing sweaters in a chilly White House to conserve energy, and with the "ultimate sacrifice" made by American soldiers in wartime. Neither ...
