At the state's urging, the Saratoga County Industrial Development Agency took the first step Monday toward implementing reforms that should open its dealings more to the public and clearly spell out the financial bottom line to taxpayers.
About 30 people attended a 90-minute public hearing on the county IDA's proposed uniform tax exemption policy, which in effect would establish what types of projects qualify for IDA-backing and set strict eligibility requirements.
