Day One, proclaimed candidate Eliot Spitzer, everything changes. But even before his inauguration, a lot of things started changing -- and none more necessary than his actions to alter Albany's ethical climate.

This month, in which the state comptroller pleaded guilty to a crime and the State Senate majority leader is under federal investigation, Gov.-elect Spitzer acted unilaterally to raise the standards of conduct for many state employees. Although only a start, it's a welcome one.
