Dec. 27--Dan Key of Paducah plans to call Frankfort this week and ask for a little explanation on a recently received $1,700 state tax bill -- his share of $2.5 million now being charged to Kentuckians who own houseboats and cabin cruisers.

The notices were sent about a month ago, and for many recipients, they include late penalties even though large-boat owners say there was no indication a tax was owed.

"We've never had to pay that before," Key said.
