Theodor Herzl's 1896 pamphlet 'A Jewish State' is an expression of utopian discourse although Herzl specifically denounced utopian intentions in it. He made use of mechanical metaphors to describe the construction of the state, and he addressed concrete problems of sociology, logistics and finance. However, his hypothetical construction serves as a technological form of utopia.
