Build them and we will come. That's about the way Santa Fe is feeling about high-horsepower a.c. locomotives. Unlike CSX Transportation and Union Pacific, it hasn't ordered 6,000-hp units on a sight-unseen basis. But it has said that when this kind of power is available, locomotive manufacturers can count on orders.
