1. Introduction
On October 28, 2000, the U.S. Congress passed a trade bill called the Continued Dumping and Subsidy Offset Act (CDSOA). (1) Under the Act, the U.S. government distributes the revenue from anti-dumping and anti-subsidies duties to domestic firms alleging harm. These firms use the CDSOA "offset payments" to cover investment activities (e.g., in manufacturing facilities and acquisition of new technology) for production of the commodity that is subject to antidumping and anti-subsidies measures.
