Nov. 16--If the Guadalupe River is a diamond in the rough, a couple of city council members are hoping to polish it up and make it into an attraction that will draw tourists to Victoria. "We've got a river that runs the length of this city," Council Member Tom Halepaska said. "Shouldn't we use it for the recreational benefit of the citizens when we can do so at very little cost?"
