INTRODUCTION

The increase in government secrecy is an important and troubling policy trend. Although the trend predates it, the movement toward government secrecy has accelerated dramatically since the 2000 presidential election. The Bush Administration has initiated significant legislative and administrative changes that have expanded the government's authority to operate behind closed doors.
