Nov. 4--Five years ago, the state FAIR Plan mainly insured properties in urban areas. Today, it is a political hockey puck in a Cape and Islands state Senate race.
In newspaper columns and debates, Republican candidate Ric Barros has charged that his opponent, Sen. Robert O'Leary, D-Barnstable, didn't do enough to prevent a measure allowing the plan to raise its rates substantially in the region.
