Out of Birmingham in the 1750s and 1760s came forth a series of volumes, as famously described by Thomas Macaulay, "to astonish the librarians of Europe".
Librarians are not, as a breed, prone to astonishment, but at a stroke, one man gave the Midland city a prominence and a reputation that rivalled the great book capitals of Antwerp and Paris. It could, for a while, look scholarship right in the eye.
