Nov. 2--A tweak in the way state water rights are approved has cities worried whether they'll be able to pull enough drinking water from Oregon's rivers to accommodate explosive growth expected over the next 20 years.

Eighty-eight cities and districts have sought to renew water rights they hold on the Willamette, Clackamas and other rivers. But what used to be routine paperwork is being reconfigured by the state Water Resources Department.
