Sen. Juan Ponce Enrile has filed a bill proposing the creation of a special economic zone and free port in Northern Samar in order to spur economic development in that province and surrounding provinces.

"The province of Northern Samar is abundant in agricultural land and natural resources which have remained untapped and underdeveloped," Enrile said in the explanatory note to Senate Bill No. 2472.

He pointed out that the national government currently endeavors to stimulate economic development in the various regions of the country.
