Amtrak President Thomas M. Downs went to Congress on March 23 and sketched a glowing picture of the Amtrak that could be an Amtrak leading the nation into an era of high speed rail; helping urban and regional authorities expand commuter train service; and at the same time strengthening and expanding its existing long-distance and corridor operations.
