Oct. 31--A $5,000 purchase option could be executed by Feb. 1 on the former Kitchens Inc. building for a proposed Lower Town art school, city Planning Director Tom Barnett said. At a potluck dinner Monday night at Madison Hall, Mayor Bill Paxton discussed plans for the art school, the Fountain Avenue neighborhood revitalization project, renovations to the Executive Inn and upgrades to the riverfront. "I'm convinced we can create a destination here," he said. "People are going to want to go to the mall and do some shopping, but they're also going to want to come down here." ...
