Oct. 30--GROVELAND -- Two political newcomers hope to leverage control of the city's enormous development away from City Council incumbents.

Challengers Paul Keller and Matthew Baumann argue that Groveland has not done enough to prepare for thousands of proposed homes. They feel the city should be more responsive to its residents' concerns.

But Mayor James Smith and council member Roy Pike say Groveland is taking important steps needed to transition from its small, rural roots into what could become one of Lake County's biggest cities.
