GORDON BROWN'S conversion to the idea that schools should encourage competitive sports reminded me of a recent trip to Poland.

I was travelling on a very slow train that seemed to stop in everyone's back garden.

Every time it did so, someone, often an agile young woman, would appear from a signal house, immaculately attired in red jacket and a peaked cap, and raise then lower a flag.

Then there were the schools. As we trundled along, I noted young people and teachers in playgrounds.
