Philippine government's efforts to make the country a newly industrializing country (NIC) by 2000 have made many poor peasants landless. The public believes that Comprehensive Agrarian Reform Program under Republic Act 6657 will only worsen the condition of the 10 million peasants of the country. If the government does not implement a land reform that will benefit the peasants, the country cannot realize its dream of becoming an NIC by the year 2000.
