Oct. 20--RALEIGH -- Eight months ago, Wake County lawyers held an election to replace a District Court judge. Fifteen lawyers, including Aida Doss Havel and Vince Rozier, threw their names into the ring. Rozier was among the top three vote-getters and won an appointment from Gov.
