The UN Observer Mission in Liberia (UNOMIL) was fully deployed by the end of 1993, with more than 300 military observers cooperating with the Economic Community of West African States (ECOWAS) in implementing a peace agreement between warring Liberian factions.

Secretary-General Boutros Boutros-Ghali on 13 December recommended that UNOMIL should continue to implement the mandate entrusted to it by the Security Council under resolution 866 (1993) of 22 September.
