Oct. 14--Could things get any worse for Camden? Multiple investigations swirl. Crime is rampant. Once-powerful allies are limping. Once-heralded projects are stalled. The latest blow to the city ranked America's poorest and most dangerous came when Melvin R. "Randy" Primas Jr., the state-appointed chief operating officer, quit Thursday night amid scandals and a nasty standoff with his boss.
