Pollution control in China's Huai River basin: what lessons for sustainability?

IN JULY 2004, a decade after China's central government launched a comprehensive plan to clean up the Huai River basin, a heavy rainfall forced authorities to open water gates in the upper stream of the river, releasing a 500 million--ton torrent of polluted water. The floodwaters flowed over several hundred kilometers, contaminating water and land and killing fish and, in turn, the ducks and other birds that ate the dead fish.
