The response of Presidents Dwight D. Eisenhower and John F. Kennedy to the civil rights crises in 1957 and 1962, respectively, are compared. The study shows that both felt pressured into using federal troops to enforce a federal mandate on the desegregation of Little Rock Central High School and University of Mississippi, respectively, despite their reluctance to do so. It also highlights the lessons learned by Kennedy from Eisenhower's experience and the effect of each president's action on the federal-state relationship.
