IT HAS nothing to do with spring, but things are warming up in France. A new impatience and restlessness are in the air. The students and the unions are on the march again. After a year of conservative rule, the French are no longer willing to go on giving Edouard Balladur the benefit of the doubt as prime minister. The latest opinion polls all show a sharp drop (of up to nine percentage points in one month) in his hitherto remarkable popularity ratings.
