Sep. 26--John Kramer, secretary of the Illinois Department of Transportation under Gov. James Thompson, died in London on Friday, Sept. 22, his wife said. He died of melanoma, which had been diagnosed about a year ago, said Susan Kramer, a member of the British Parliament. Mr. Kramer, 57, moved to London in the early 1990s and had been working as a consultant for projects in Europe, including the financing of a toll road in Poland, his wife said.
