Sep. 15--Music Hall Center for the Performing Arts, for years the most under-achieving of Detroit's major cultural institutions, has surrendered its defensive crouch. Buoyed by a new president and artistic director, fresh board leadership and new sources of income, Music Hall is launching an ambitious menu of artistic programs this fall, including a theater series, a dance series, a popular music series, family and children's theater, and three separate jazz series.
