The German environment minister's opposition to a proposal from two German states that promotes particulate filter retrofitting has made filter makers nervous.

"If the requirement doesn't come soon, we have a problem because we made the investment three years ago and have hired numerous employees," said Edmund Schnuerer, managing director of Twin-Tec.
