Sep. 5--SAN MARCOS -- In the early 1980s, there were no four-lane roads in San Marcos, only a handful of stoplights, and the city of 20,000 people was dotted with chicken ranches and dairies.
City Hall was a set of trailers located in an area that flooded frequently and residents had to drive to Vista or Escondido to shop. At the time, San Marcos didn't even have enough money to balance its budget, much less invest millions in facilities.
