Mandates have been at the center of the push for school improvement. Without external stimuli for change, such as state mandates, schools tend to change slowly and in the least disruptive way (Bellamy, 1996). The assumption behind mandates has been that such external measures will lead to internal changes in schools, increased collaboration, improved culture, and ultimately, to increased student achievement (Bellamy).
