Aug. 26--Stage 1 of Victoria's drought plan calling for voluntary water conservation will remain in effect at least until the end of the month as the flow of the Guadalupe River rises and falls. Jimmy Roach, the city's assistant utilities director, said state rules that determine how much water the city can take from the river will become less restrictive in September. He said he anticipates Stage 1 being lifted at that point.
