A plan for a National Highway System was presented to Congress by Transportation Dept Secretary Federico Pena in Dec 1993. The proposal was mandated by the 1991 Intermodal Surface Transportation Efficiency Act. According to the plan, 159,000 miles of US roads would be included in the system. This is only 4% of the 3.9 million miles of public roads in existence, but it covers 40% of US highway traffic.
