With numerous elections bringing so many changes to cities and towns across the country in the last year, it was no surprise to see an equally high number of new faces at NLC's 1994 Congressional City Conference. Anticipating their arrival, NLC made special efforts to welcome and sweep these new players into the fold with a variety of targeted programs, services and materials--all the way down to the red, white and blue "victory" ribbon that hundreds sported proudly on theft name badges.
