Aug. 18--The flow of water in the Guadalupe River has dipped so low that the city of Victoria is only being allowed to draw a fraction of the amount it could normally take.

Lynn Short, the city's director of utilities and streets, said while that's not a problem yet, customer demand for water is on the rise. He declined to speculate what the future might hold.
