Aug. 1--WASHINGTON--In a surprise move on the eve of confirmation hearings for a permanent commissioner, the Food and Drug Administration said yesterday that it might soon allow sales of the morning-after pill to some women without a prescription. Dr. Andrew C. von Eschenbach, the FDA's acting commissioner, asked Plan B's manufacturer to meet within the next week to discuss the possibility of over-the-counter sales of the pill to women 18 and older.
