WASHINGTON _ In a surprise announcement that could hamper President Clinton's legislative objectives, Senate Majority Leader George J. Mitchell said Friday he would not seek re-election this year.
Mitchell, 60, said he was in ``good health and spirits'' but decided to leave the Senate simply because ``it is the right time to consider other challenges.''
