Pres Bill Clinton sent to Congress the Convention on Biological Diversity for approval. Clinton stated that the agreement signed by the US in Rio de Janeiro, Brazil, was a comprehensive effort to address the many facets of biological diversity. He said that the agreement contained economic incentives to assist other nations in achieving their ecological objectives and goals.
