Jul. 25--Late last year, some Cessna Aircraft engineers told chairman and chief executive Jack Pelton they thought the company had lost its ability to innovate new designs quickly and "undercover." So Pelton challenged them. He asked them to explore a plan for a new light sport aircraft and report to him in January. They did. Pelton then gave them the go-ahead to quietly build one.
