The law that allows the appointment of a special prosecutor remains a constitutional travesty. If it were acceptable, it would be to allow investigations of presidents. Now that there is a growing scandal revolving around Pres Clinton's business affairs, the Democrats are staying quiet.

WILL AN investigation of Whitewatergate be that concrete? Probably not. We see a Congress intent on avoiding either hearings or investigations. What should be done?
