Jul. 11--DAYTON, Tenn. -- Rhea County recently approved a five-year strategic plan that calls for building new schools, reaching out to industry and planning for growth. Proponents of the program say it is working. "I think we're way ahead of the game in a lot of ways," Rhea County Executive Billy Ray Patton said.
