Jul. 6--GANDHINAGAR: A fresh interstate dispute over allocation of Narmada waters between Gujarat and Madhya Pradesh is brewing. The issue, if not handled diplomatically, promises to blow up into a major row.

The dispute, so far, has remained confined to exchange of angry letters, with the MP government agreeing to put off contentious issues till the Narmada dam is constructed. Gujarat, however, cannot afford to remain complacent.

The latest fracas is over withdrawal of water through the two 5.5-diameter integrated by-pass tunnels (IBPTs). A number ...
