MOSCOW _ Just a year ago, President Boris Yeltsin rushed home from China to stop Prime Minister Viktor Chernomyrdin from dismembering his economic reform team.
``Reformers must not under any circumstances be pulled apart,'' said Yeltsin. ``The master must restore order.''
But last week, Yeltsin and Chernomyrdin, after tough negotiations, together dismantled the economic reform team.
Much has changed in a year, especially the influence of Chernomyrdin, who demonstrated last week that he has the authority to create his own order.
