Tres son, a mi juicio, los principales dilemas que hemos enfrentado en las últimas décadas. El primer di lema que enfrentó América Latina, digamos en la década de 1960 y comienzos de la de 1970, fue entre "reforma o revolución", postulado en términos tan radicales como trágicos, como quedaría demostrado posteriormente. El tema central era el de las reformas estructurales de nuestras economías y la vieja cuestión de la propiedad sobre los medios de producción, todo ello desencadenado principalmente a partir de la revolución cubana, en plena Guerra Fría.
