    PHOENIX _ As a tool to inspire the Phoenix Cardinals to a winning season, The Ultimatum has proved ugly, unpopular and unsuccessful. 
    As a device to generate national publicity, however, it's tough to beat. 
    On Jan. 15, Cardinals owner Bill Bidwill announced that if coach Joe Bugel and Larry Wilson, the team's general manager, were to keep their jobs, the Cardinals must have a winning season.
