The Canadian election that Prime Minister Kim Campbell has scheduled for Oct. 25 may well turn out to be another dreary example of an incumbent national leader snatching defeat from the jaws of victory. This fate may befall Campbell unless she adopts some heroic policy proposals to bolster a campaign that, despite several months of unofficial campaigning, has yet to light even a faint spark.
