May 30--For years U.S. government agencies have tried to get Nehemiah Corp. of America to stop or change the way it helps lower-income Americans buy their first homes. Always, Nehemiah fended them off. Then earlier this month the Internal Revenue Service weighed in -- and now the decade-old Sacramento nonprofit group is in a fight for its life.
