Back in the summer of 1999, the Prime Minister's then Press secretary Alastair Campbell held a competition for the worst newspaper prediction of what might happen in the forthcoming reshuffle.

The winner was the Independent, which had speculated in an editorial that the tough-talking Scot Dr John Reid would be promoted to the Cabinet.

In fact, as Campbell took great delight in reminding us all afterwards, Dr Reid was already in the Cabinet, as Minister for Transport, although he was indeed promoted in that reshuffle to become Scottish ...
