A State Department policy adviser who developed a minority recruitment program and then raised more than $2 million to finance the operation won the first award presented by his colleagues "for doing the most to help Blacks enter and climb in the foreign service."

More than 200 guests attending the 20th anniversary dinner of the Thursday Luncheon Group in Washington applauded John W. Gravely when his name was announced as the recipient of the first Founders Award.
