County budget formulation is a complicated process in which rival departments and interests compete for limited financial resources. In efforts to reduce expenditures, authorities usually utilize across-the-board and employee merit increase reductions. However, such measures can be ineffective. The local government of Hanover County, VA, used a financial plan which links long-term planning to annual budgeting and allows them to be preempt anticipated revenue shortfalls.
